摘要
农村社区党组织体系是否健全关系着党在农村基层的执政能力。由于农村社区党组织体系正处于完善的过程中,在一些地方尚存在着领导体制关系不顺、党员编排方式不合理、社区党组织与党员之间关系松散、党员干部队伍后继乏人、物质保障不足等方面的问题,在一定程度上削弱了党在农村基层的执政能力。当前,围绕加强党在农村基层的执政能力,健全农村社区党组织体系,应着力完善领导体制,改进编排方式,密切社区党组织与党员的关系,提高农村社区党员干部素质,完善投入保障机制。
Whether the party organizations system of the rural community is perfect or not has a strong influence on the rural basic level leadership competence of the party. Because the party organizations system of the rural community is in the process of improvement, there are some questions such as the party leadership system is not smooth, the party members combina- tion method isn＇ t reasonable, the relation between the party organizations of the rural community and the party members is loose, the party leader members lacks worthy successors and material guarantee insufficient, etc. All these questions weaken the rural basic level leadership competence of the part in some degree. At the present, to perfect the party organ- izations system of the rural community centering around the rural basic level leadership competence of the party, we should focus on improving the party leadership system, improving the party members combination method, building close links between the party organizations of the rural community and the party members, increasing the quality of the party members and leader members of the rural community and improving investment guarantee mechanism.
