摘要
学术权力与行政权力是大学权力结构中两个不可分割的组成部分,二者既相区别又相联系,应保持一定张力。目前,地方高校存在行政权力泛化、学术权力弱化现象,其主要原因在于办学历史短暂、办学理念陈旧、教师队伍与学生生源薄弱。本研究认为地方高校只有从文化、理念、制度、实践等四个层面,完善内部治理结构,形成和谐的权力运行机制,才能有效地促进学校的科学发展。
Administrative and academic powers are indispensible in university powers, which are inconsistent at regional university because of short history, old ideas, unreasonable teacher group and not-good students. The author consider that they must contain tension and we must improve the internal governance and power mechanism of culture, idea, system and practice in order to make the regional university develop scientifically.
