摘要
2011年美国提出了"新丝绸之路愿景",意在为美国体面地撤出阿富汗并最大可能地保存其阿富汗战争的成果"保驾护航"。在一定程度上,该计划是美国2005年"大中亚计划"的"修正版"。同样,受制于地区安全局势不断恶化、地区内合作止步不前,以及大国博弈等因素的影响,"新丝绸之路愿景"的前景也不容乐观。从"大中亚计划"到"新丝绸之路愿景",美国的中亚政策也出现了一些微妙的调整,这其中最大的变量就是美国综合国力相对衰退的背景下奥巴马撤军计划的实施。
The U.S. launched the ＂New Silk Road Vision＂ in 2011, which aimed at allowing the United States a decent withdrawal from Afghanistan and preserving its achievements made in Afghanistan war. To some extent, the ＂Vision＂ is the ＂revised version＂ of the ＂Greater Central Asia＂ Plan. Subject to the deteriorating regional security, halting intra-regional cooperation, competing great powers and other factors, the prospect of the ＂New Silk Road Vision＂ is not optimistic. From the ＂Greater Central Asia＂ Plan to the ＂New Silk Road Vision＂, The United States has made some subtle adjustments in its Central Asian policies, among which the biggest variable is the implementation of Obama＇s withdrawal plan in the context of the relative decline of U.S. comprehensive national power.
