摘要
由于不同沿海地区经济基础的差异,在海洋产业的发展过程中生产要素在空间上会不断向经济优势地区集聚,在循环累积因果机制的作用下,海洋产业的空间布局会形成一种"中心—外围"模式,表现出"强者恒强,弱者更弱"的态势。空间集聚会带来正面的集聚效应和负面的拥挤效应,相比陆域经济,海洋生态的相对脆弱性会使得拥挤效应更容易占据主导地位。在这种情况下,中心地区的海洋资源就会出现被过度开发的局面,而外围地区的海洋资源却得不到很好的利用。因此,空间集聚一方面促进了区域海洋产业的发展,另一方面也会使得其发展的可持续性受到很大程度的削弱。在蓝色经济区海洋产业的集群化发展中,也会出现生产要素的空间集聚现象,这就需要对集聚效应与拥挤效应进行权衡以实现资源环境约束下海洋产业的可持续发展。
Due to the difference in economic development in China' s coastal regions, production factors will continue to agglomerate to the economically advanced regions in the development of marine industry. By the role of causal circulation mechanism, the spatial layout of the marine industry will feature a "center - periphery" pattern, a situation where the strong gets stronger and the weak weaker. The spatial concentration will bring positive agglomeration effect and negative congestion effect. In contrast with land economy, the relative vulnerability of the marine ecosystem makes it easier for the congestion effect to dominate. In such case, the marine resources of the central areas will be over-exploited while those of the periphery areas will be under - exploited. Therefore, on the one hand the spatial agglomeration promotes the development of regional marine industry; on the other hand it will considerably undermine the sustainability of such development. In the development of marine industry in the blue economic zone, the spatial agglomeration of the factors of production will arise. It is important to carefully weigh the trade - off between agglomeration effect and congestion effect to achieve sustained development of the marine industry in the presence of the restraints of resources and environment.
