摘要
目的:客观了解该省各级卫生行政部门及不同等级医院在实施优质护理服务所取得的真实成效及存在的突出问题,进一步推进全省所有医院深入开展优质护理,并为实施护士岗位管理奠定基础。方法:制定统一评价标准,统一培训各组评审专家,现场发放满意度调查表,对全省代表性强的9个市19所不同等级医院实施优质护理服务的情况进行深入调查。结果:优质护理服务在该省各级医疗机构中已取得明显成效,但人力资源不合理配置及使用、价格与成本倒挂的级别护理费用、护士及管理者认知的局限性及急需建立的整体护理信息系统、规范的护理支持保障系统是目前优质护理服务可持续发展的重要瓶颈。结论:优质护理服务不能只停留在表面,要取得可持续发展,各级卫生行政部门及医院仍需加大力度,从深层管理出发,切实破除推进优质护理服务存在的瓶颈问题。
Objective： To explore the real results achieved and issues related to the process of implementing excellence in nursing service by the Health Administrative Departments and hospitals in Guangdong province objectively, and then promote the excellence in nursing service further. Methods： We set up general standards and trained inspecting experts in several groups to inspect 19 hospitals in 9 cities of Guangdong Province. Patients＇ satisfaction was also investigated on site by inspecting experts. Results： The excellence in nursing service in Guangdong Province has achieved a remarkable success. However, inappropriate allocation of human resources, irrational price-cost upside down of nursing service, limited excellence in nursing service cognition of nurses and managers, lack of overall nursing information system and nursing support system were primary bottleneck issues of sustainable development of excellence in nursing service. Conclusion： excellence in nursing service can not only stay in the surface. The Health Administrative Departments and hospitals should get rid of the bottleneck issues effectively inorder to obtain the sustainable excellencein nursing service development.
