摘要
根据中央和地方政府关于推进事业单位分类改革文件精神,云南省地矿局改革之路势在必行。云南省地矿局改革的主要难点:(1)涉及人员众多;(2)事业身份人员的养老保险未缴纳;(3)基地社会化困难重重;(4)缺少支柱产业。改革后的地勘企业应结合自身的优势、劣势,合理把握机会、规避威胁,建立现代企业制度,提升人力资源战略地位,塑造特色企业文化,培育支柱产业,树立企业形象和品牌;同时还要建立科学的薪酬体系,实行全面预算管理。
This paper analyses the reform difficulties faced by Bureau of Geology and Mineral Exploration and Development of Yunnan Province such as involving large numbers of people,endowment insurance of the staff who work in the institutions has not paid,there are extremely difficulties in socialization of mining base,as well as the shortage of pillar industry.And then this paper places emphasis on its initiatives in regard to the reformed geological exploration enterprise,which should seize the opportunity,avert dangerous,build modern enterprises system,enhance strategic position of human resource management,shape enterprise culture with characteristic,cultivate pillar industry,and set up the enterprise image and brand.At the same time,these enterprises should make efforts on establishing scientific salary system and implementing a comprehensive budget management according to their advantages and disadvantages.
