摘要
本文以我国主体功能区划和建设任务为背景,设计新时期我国建立和完善区域生态补偿机制过程中应遵循的四大指导原则;在此基础上,从宏观层面系统阐述建立区域生态补偿机制的战略原则、政策目标、政策工具、政策重点以及系统设计区域生态补偿机制的财政机制。
Under the background of China＇s major function regionalization and construction tasks, this paper expounds four guidelines that should be followed during the course of the design of establishing and perfecting regional eco-compensation mechanism in the new era of China. And based on this, what are elaborated from the macroscopic level are strategic principles, policy goals, policy instruments and policy focuses of regional eco- compensation mechanism, and there is also a systematic design of financial mechanism for regional eco-compen- sation mechanism.
