摘要
台湾农民创业园作为祖国大陆对台农业交流与合作的一种新范式,已经成为两岸交流与合作的热点,在两岸关系中发挥重要作用。对台湾农民创业园规划概念进行界定,介绍园区规划的指导思想、原则、目标及其规划方法,结合案例分析阐述规划编制的工作流程、规划执行方案和规划文本目录,分析当前台湾农民创业园规划中存在的问题,从"协同"机制、土地利用规划和征地协商同步、生态评估、规划可行性等方面提出进一步完善台湾农民创业园规划的对策建议。
Taiwan farmers＇ entrepreneurial park, an updated communicating and cooperating model between Taiwan and Chinese mainland, has recently gotten huge concentration and plays an important part in the relationship be- tween both sides involved. The concept of Taiwan farmers＇ entrepreneurial park was clearly defined and the guiding ideology, principles, target and method for park planning were introduced in this article. With case analysis, the workflow, implementing scheme and planning items for planning compilation were described and the main problems were analyzed. Moreover, the supplementary strategies for the planning of Taiwan farmers＇ entrepreneurial park was put forward from cooperation mechanism, synchronization between land--use planning and land acquisition, ecological assessment and planning feasibility.
