摘要
本文对2003年开始的新一轮农村信用社改革进行了全景式回顾、评价和理性思考,认为改革取得重要性阶段成果的同时,存在产权关系不清晰、内部人控制严重、省级联社履职行政化色彩浓厚、省级政府金融风险处置责任虚置、金融创新动力不足等问题,提出引进战略投资者以完善法人治理结构、构建分工合理相互制衡的履职组织架构以提高管理效率、建立以省级政府为出资主体的金融风险处置基金以强化责任约束、构建适度竞争的农村金融市场以促进金融创新等政策建议,藉此推动和全面实现改革目标。
This paper makes a panoramic review,evaluation and rational refl ections of the new round reform of rural credit cooperatives starting from 2003.It holds that even though significant progress has been achieved,various problems are exposed at the same time in terms of ambiguous property rights,insiders' manipulation,too much administrative orientation in the provincial rural credit cooperatives,less practical strategy of the provincial governments against financial risks and less sufficient in financial innovation.In dealing with all these deficits,the thesis suggests to introduce the strategic investors so as to better the structure of corporate governance and build an organizational structure with rational division of work and improved management of checks and balances.It as well proposes to establish a fund against financial risks with the provincial governments as the major stake holders to enhance the respective responsibilities while a rural financial market with moderate competition should be encouraged to promote financial innovation.By doing so,the objectives of the reform can be realized in a comprehensive way.
