舟山群岛港口岸线资源综合评价及优化利用研究 被引量:13

Comprehensive Evaluation of Port Shoreline Resources of the Zhoushan Islands and Optimized Utilization

摘要 文章采用特尔斐法,构建包括6类影响因素,15个影响因子的舟山群岛港口岸线资源综合评价体系。在此基础上,深入开展实地调研,建立舟山港口岸线资源数据库并对岸线资源定级因素因子进行量化处理。选择了1:1万比例尺舟山地形图,在ArcView3.0软件平台上分别绘制水深条件、腹地条件、海域通航条件作用分值图,根据分值重叠情况进行岸线单元划分,并采用总分数轴法对岸线单元进行岸线资源评价。评价结果表明:舟山群岛深水岸线资源丰富,开发潜力巨大;腹地条件、陆域集疏运条件是制约其港口岸线资源开发利用的关键因素;相对于其资源总量,舟山群岛岸线开发成熟度不够,产业集聚度和配套设施完备度均有待提高。文章最后对优化利用舟山群岛港口岸线资源提出相应对策。 Evaluation of port shoreline resources is of great importance for shoreline resource exploitation planning.The Zhoushan Islands are the largest islands in China and a focus for ocean exploitation by the central government.The Zhoushan Islands are rich in deep shoreline resources and are of a superior natural condition for port construction.We first established a coastal port shoreline resource grading and evaluation system using the Delphi method.The system covers six influencing characters(natural environment,water depth,water area navigation condition,land area collecting and distributing ability,hinterland and social economy condition) and 15 factors.Building on this we conducted a field investigation of port shoreline resource conditions across the Zhoushan Islands.A port shoreline resource data base was established and shoreline resource grading characters and factors were quantitatively processed.The shoreline was classified into 53 sections and further valued at six levels from I to VI by means of total score axis methods according to their scores.Evaluation results demonstrated that the Zhoushan Islands are rich in deep shoreline resources and have great exploitation potential.However,the hinterland is narrow and the land area collection and distribution capacity is poor.These factors will restrict resource exploitation and utilization.To exploit and use the port shoreline resource rationally,the Zhoushan Islands must choose a rational port exploitation model and construct a smooth sea-river joint transportation collection and dispatch system.
