摘要
目的:为保障医疗卫生机构的基本药物质量、安全性和可及性提供参考。方法:以上海市静安区和金山区的医疗卫生机构为对象进行调研,分析其基本药物的使用情况,进而借助层次分析法分析医疗卫生机构的基本药物质量的影响因素,在此基础上提出监管策略。结果与结论:医疗卫生机构的基本药物质量的直接影响因素是药品仓储条件与养护两大方面;间接影响因素包括外部监管、人员素质、制度保障、供应能力4个方面。鉴于此,《国家基本药物目录》修订应以可及性为主和以覆盖率为辅,兼顾药品剂型和区域发展水平;应建立基本药物使用的激励机制;应以医院内控为主强化基本药物的储存与养护。
OBJECTIVE：To provide reference for ensuring the quality,safety and accessibility of essential drugs in medical institution.METHODS：Taking medical institutions in Jing＇an district and Jinshan district as subject,the use of essential drugs was analyzed.The influential factors of the quality of essential drugs were analyzed with AHP method,and then strategies were put forward.RESULTS CONCLUSION：The direct influential factors of the quality of essential drugs in medical institutions are storage condition and maintenance;the indirect influential factors are external supervision,professional quality of staff,system guarantee and supply ability.Therefore,the revision of National Essential Drug List is accessibility-oritened,supplemented by coverage,taking into account the dosage form and the level of regional development.Incentive mechanism should be established for the use of essential drugs;storage and maintenance of essential drugs should be strengthened mainly by hospital internal control.
