摘要
"普惠型"新型农村养老保险制度由2020年提前至2012年实现全覆盖,比预定目标提前了8年的时间。新农保"提速"关键看政府财政能力以及农民的缴费能力两个因素。现有新型农村养老保险制度安排能否满足农民未来的养老需求?农民的缴费能力受制于哪些因素,能否跟得上?本文选取2010年河北省37个试点县的经验数据,根据现行制度安排,依据"未来给付精算现值等于未来缴费精算现值的思想"构建了农民养老平衡模型,分析了"没有财政补贴、现行财政补贴、提高财政补贴"三种方案对农民缴费能力的影响,指出现行制度存在的问题,并提出了构建财政补贴的动态增长机制、提高最低缴费档次缴费额等可行的政策建议。
The goal of ＂full of coverage＂ in the new rural insurance system had been advanced from 2020 to 2012, 8 years ahead of schedule time. The key of accelerating new rural insurance system depended on two factors, the capacity of government finance and farmers＂ ability to pay. Could the present system satisfy the farmer＇s old age support demand？ Whether the farmers had the ability to pay？ Based on the survey of 37 pilot counties of Hebei Province in 2010, the paper established the balance model of farmer pension according to the idea of ＂future payments actuarial present value equal to the actuarial present value of future contribution＂. It analyzed the influence of three kinds of schemes including no financial subsidies, present financial subsidies, increased financial subsidies on farmers＂ effective paying capacity. The author pointed out the problems of the present system and put forward the proposals of establishing financial subsidies mechanism, increasing the minimum payment and so on.
