摘要
影响产业转移的因素可以总结为四点:销售市场、产业关联、生产资料、政策环境。依据这四个因素建立产业转移的推拉力模型,结合广东省高碳产业的实际情况进行具体分析,结果表明:在不考虑产业关联因素以及将政策优惠局限在碳税的情况下,如果能根据地区间的空间距离制定差异化的碳税税率,使待转移企业少交的碳税足以弥补迁入迁出地之间的运输成本,就能有效地推动高碳产业转移。
The factors that influence the industrial transfer are sale market, industrial linkages, production factors and policy environment. This paper develops a push-pull model for the industrial transfer based on these four factors, combining with the situation of high carbon industry in Guangdong province, it shows that when we get rid of industrial linkages and only have carbon tax privilege, if the reduction of carbon tax is enough to make up for the cost of transport , then such a carbon tax set will be able to promote high carbon industry transfer effectively .
