摘要
进入 2 1世纪 ,世界战略环境具有单极与多极相持、和平与冲突并存等鲜明特征。经过 2 0多年的改革发展 ,中国的综合国力已大大增强 ,已完全具备“打一场高技术局部战争”的实力。中国财政应加大对国防现代化建设的支持力度 ,适当增加国防费支出的规模。
In the 21st century there exists a vivid characteristic that themonopole and multipole are at a deadlock,and peace and conflict arecoexisting.After a twenty-year-long reform and opening to the outside world,China's comprehensive national power has been strengthened greatly and haspossessed the power to “fight a partial war with high tech”. China's Financeshould reinforce its support to the national defense modernizationconstruction,moderately increase the payment scale for national defense.
