人力资源开发的实质是进行人力资本投资 ,推动经济增长的主要源泉和动力是人力资本存量。在知识经济时代 ,保持经济发展的关键在于人力资本的积累与增长。为确保我国社会经济在 2 1世纪的持续增长 ,必须将优先开发人力资源 ,走“科教兴国”
The substance of human resources development is to perform human capital investment and the leading source and force to impel economic growth is human capital storage. In the time of intellectual economy, the key to keep the economic growth lies in the human capital's accumulation and growth. To guarantee the sustainable increase of our country's economy, we must look upon the way of preferably developing human resources and going the road of' prospering China through science and technology ' as an important basic strategic measure.
