摘要
在建立市场经济体制的大潮中 ,职工下岗、失业是一把“双刃剑” ,它既具有正面效应 ,也具有负面效应。两相比较 ,负面效应更为突出。过量的下岗失业往往会造成劳动力资源浪费 ,社会有效需求不足 ,甚至引发政局不稳 ,这种状况应引起各级政府的高度重视。
In market economy, workers being laid off and unemployment have both a positive effect and a negative effect. But the government should pay close attention to the fact that over unemployment may cause waste of labour resource, being lack of social efficient demand and even social unstability.
