摘要
研究目的:分析云南省耕地规划保有量指标下达的合理性。研究方法:耕地规划指标实现指数、耕地压力指数以及二者之间的分析对比。研究结果:全省129个县中约89个县的耕地保有量规划指标下达与实际情况相适应;景洪市、晋宁县及思茅区等40个县的耕地保有量指标下达不够合理,指标实现存在一定的困难。由于全省2009年耕地现状面积与2020年规划指标相比有一定的空间,建议根据实际情况对全省耕地保有量规划指标进行适度调整,指标调整应优先在各州市内部进行平衡。研究结论:土地利用总体规划耕地保有量指标下达时应综合考虑各州市、县(市、区)的耕地规划指标实现指数以及耕地压力指数,建议云南省对耕地保有量指标进行局部调整。
The purpose of this study is to analyze the reasonability of the minimum amount of arable land within the general land use planning（i.e.,arable land preservation quotas） in Yunnan Province.Research method is comparative analysis.The results show that the quotas in 89 counties was reasonable among 129 counties in the entire province;however,the quotas of Jinghong,Jinning,Simao area and other 40 counties are not reasonable,i.e.,are difficult to be achieved.Therefore,the paper suggests that the quotas should be adjusted according to the practical situation regarding the arable land condition in 2009 and the planed quotas in 2020.Furthermore,the adjustments should be executed within prefectures first.The conclusion of the paper is that arable land preservation quotas should take into account its reasonability.The adjustment of the quotas in Yunnan Province is recommended.
