摘要
研究目的:对成都市的集体建设用地流转政策进行系统评估。研究方法:(1)通过SI分析确立评估指标体系;(2)通过CU分析进行定性定量评估。研究结果:(1)成都市集体建设用地流转政策评估各级指标多数得到"中"及"良"的评价;(2)指标"法律依据"及"政策持续性"仅得到"合格"的评价。研究结论:(1)集体建设用地流转有很大现实需求;(2)成都市流转政策整体值得肯定,但尚需深化;(3)缺乏法律依据是制约集体建设用地流转的最大因素。
The purpose of this study is to evaluate the collective-owned constnlction land transfer policy systematically. The System-Integration-Analysis is employed to set up the evaluation index system, while the Composite-Utility-Analysis is used to evaluate the indices quantitatively and qualitatively. We get results as follow: 1 ) most of the indices gain a result between "Average" and "Good"; 2) the indices, "lgal Basis" and "Policy Sustainabilily", just passed the baseline. It's concluded that the follows issues should be concerned: 1 ) the transfer of collective-owned construction land has great practical demands; 2 ) the transfer policy in Chengdu is worthy of recognition in general, but need to be deepened; 3) the lack of legal basis is the biggest factor restricting the transfer of collective-owned construction land.
