摘要
制度设计决定绿色农业生产者、相关生产、经营企业的行为和绩效结构;政策激励可以促进要素市场完善,推动绿色农业结构优化升级。本文按照绿色农业产业特性,研究产业内外各种关键动力因素的作用机理和作用途径;根据制度变迁的基本理论,构建完善的绿色农业发展系统动力机制模型。在此基础上,根据绿色农业发展的不同阶段,对制度变迁的根源及产业发展的主要驱动力量进行研究,分析适合现阶段绿色农业发展的关键制度因素,充分发挥关键动力因素的作用,优化制度设计促进绿色农业不断发展。
System design determines the green agricultural producers,related production,behavior and performance structure of the enterprises;Policy encouragement can perfect factor market,and promote green agriculture structure optimization and upgrading.This paper,by view of the characteristics of green agricultural industry,has the research on the mechanism and action pathway of key dynamic factors in and outside the industry,and builds the perfect green agricultural development system dynamic mechanism model based on the basic theory of institutional change.On this basis,according to the different stages of development of green agriculture,this paper studies the root of institutional change and the main driving force for industrial development;analyses the key institutional factors suitable for the development of green agriculture at this stage.It gives full play to the role of the key dynamic factors to optimize the system design to promote the continuous development of green agriculture.
