"三农"问题的核心是农民的权益与能力。权益的实现靠能力支配资源。解决"三农"问题的关键是保障农民权益,提升农民能力,使农民有选择自己工作和生活方式的自由,实现对农民潜力的第三次释放,这是一切涉农制度设计的关键。
The peasants' legal rights and capabilities are the crucial points of Three-dimensional Rural Issues in China.The individual can but dominate resources by capabilities to realize his or her rights and interests.Protecting the peasants' rights & interests,extending their capabilities and the 3rd emancipating the peasants to improve their freedoms to choosing the way of working and living should be the gist of system design related to agriculture and rural areas and residents.
