摘要
为保证项目执行区域内补贴资金能切实补到农民身上,辽宁省按照"公开、公正、农民直接受益"原则,从农机产品的选定、补贴指南的编制、供货及结算的形式、补贴机具发放的方式、补贴申报制度的建立等方面,采取了切实可行的办法,提供一些有益的经验,供补贴管理者参考。
This article reviews the implementations of subsidy policy on the purchase of agricultural machines in accordance with the principle of ＂being open and just and direct benefits by farmers＂ in Liaoning province. The author expounds on the practical experiences gained in this respect in terms of selection of agricultural machines, compilation of subsidy guidelines, patterns of supply and settlement, delivery of subsidized machines and tools and subsidy application system in an effort to provide reference for relative administrators.
