摘要
针对目前我国政府投资大型复杂项目管理中存在的问题,提出了总体项目管理的必要性,在提炼国内总体项目管理理论和相关工程实践的基础上,对其主要内容进行了系统的探讨和研究,构建了总体项目管理框架,包括项目实施策划咨询、综合集成管控以及职能部门支持。并提出了总体项目管理方的组织架构,为后续政府投资大型复杂项目的总体项目管理提供参考和借鉴。
Managerial problems in large complex projects management funded by government are concluded, and importance of integration management is highlighted. Based on domestic theories and practices, framework of integration management is proposed which includes project implementation plan consultation, comprehensive integrated control and functional departments support. The organization structure of integration management team is proposed and precious experiences are accumulated for the subsequent domestic government-invested large complex projects management.
