摘要
区域开发是当前普遍采用的一种经济发展模式,然而区域开发活动引起的灾害还没有引起足够的重视。该文从区域开发建设活动与区域环境相互影响的观点,介绍了对区域开发引起的灾害进行识别的方法及其对策分析。区域灾害识别可采用历史记录法、成因分析法、预测法等方法。区域灾害对策有非工程性和工程性两类,工程性对策应根据区域灾害的类型、频率、强度、损失及区域开发性质来决定,而非工程性对策中建立区域统一的防灾救灾组织管理机构是关键。
Regional development is a method widely adopted in economic process, but its boasting potential disaster has not been aroused with enough recognition. This paper addressed approaches of disaster identification and countermeasure on regional development from the view of interactive between economic process and regional environment. Approaches as history recording, cause analysis and prediction means could be applied to determine the regional precarious disasters. There are two types of countermeasure for regional disaster as non-engineering and engineering. Setting up an uniform administrative institutional system for all kinds of potential disaster in the developing region is the key for the non-engineering countermeasure, whereas engineering countermeasures are based on their category, frequency, intensity, and lost of individual disaster type and the property of developing region.
