摘要
基于江苏省水稻品种权保护效果,与江苏省项目县水稻良种推广补贴的实施情况,借用供给—需求图综合分析水稻良种补贴对保护品种推广效果的影响:推广面积和价格变动。研究表明,增加的补贴品种偏好保护品种;补贴的原有品种趋向申请品种保护;良种补贴面积中,保护品种所占比例稳步增加;保护品种价格缺乏竞争优势。最后,从良种补贴过程中新品种和保护品种间的价格调整,与植物新品种保护申请费用和审核流程两个方面提出建议。
Based on the protection effect of rice variety and the implementation situation of the improved varieties subsidy policy of rice in Jiangsu, we analysed the effect of improved varieties subsidy policy of rice on protected varieties in Jiangsu province from two respects ： areas of the promotion and price fluctua- tion. The study indicates that the increased subsidies varieties prefer to the protected varieties, the origi- nal subsidies varieties tend to applyd the variety protection, the proportion of protected varieties increased among the areas of improved varieties subsidy, the price of propected varieties have less competitive ad- vantages. In conclusion, suggestions have been made on the price adjustment between new varieties and protected varieties, as well as application fee and process rolling audit.
