摘要
从2009年7月至2010年4月,贵州大部分地区降水持续大幅度偏少,气温偏高,出现历史罕见的夏秋连旱叠加冬春连旱。旱灾还对工业生产、水力发电、交通运输业、服务业、森林防火以及生态环境等造成严重影响,因灾造成直接经济损失139.99亿元。为科学客观地分析评价全省旱情灾情,首次基于《旱情等级标准》(SL424—2008)对本次干旱灾害旱情等级评估和水利工程抗旱救灾效益等进行评估,以期通过标准的应用,对贵州今后进行旱情等级评估应该注意的问题提供一定的参考和借鉴。
From July 2009 to April 2010, most parts of Guizhou Province had suffering from lasting drought due to lacking of precipitation and high temperature. It has resulted in a serious impact on industrial production, hydropower generation, transportation, service industry, forest fire prevention, ecosystem and environment. The direct economic loss reached 13.999 billion yuan. An assessment was made on the drought condition and benefit of drought relief by water conservancy measures. It may provide a reference for drought assessment and lessons for drought relief in the future.
