摘要
分析了皖北地区农民主体弱化的现状及表现:在工业化、城镇化快速发展的过程中,皖北地区的农民(主要指在家务农的留守农民)弱化现象日益明显,主要体现在留守农民体质弱、文化层次低、劳动力后备乏人、务农积极性低、务农收入低、投资力量弱、农业生产资料拥有量少、社会资本供给不足等。指出农民主体弱化的根源在于在工业化、城镇化快速发展的过程中,没能处理好工农、城乡统筹发展问题(长期存在的"城乡二元化"经济社会格局)。提出了相应的对策建议:应通过培育新型农民群体、进一步完善农村基本经营制度、实行农业产业化经营、加强农村基础设施建设等方面来改变农民主体弱化现状。
Anhui is a big agricultural province,especially the North Anhui,which plays a significant role in the whole agricultural production in the region.During the process of industrialization and urbanization,the phenomenon of farmers＇ weaken in North Anhui is getting more and more serious,such as low activity and low income of farmers;less ownership of agricultural production;poor physical condition and low level of education of famers;shortage of human capital,insufficient supply of social capital and so on.From what has been discussed above,we may safely draw the conclusion that— the fundamental reason of the farmers＇ weaken is the long-term urban-rural dual system.Therefore,we should take effective measures to solve the problem,including nurturing new farmers,improving the basic system for rural operation,industrializing agricultural operation,strengthening infrastructure in rural areas and so on.
