摘要
国际化问题是当前开放大学建设的热点问题。为此,对开放大学国际化的理论与路径进行了研究。理论方面,主要探究了内涵和指标,认为目的、水平、能力和活动是界定开放大学国际化内涵的四个要素,构建开放大学国际化的指标框架,核心是服务国际化质量提升,思路是面向实践创新、不设固定权重、定性定量结合、关注使用目的、体现远程教育特色。路径方面,主要探讨了战略举措和政策选择,提出落实组织人员和经费、制定国际化战略规划、实施国际化项目等三项战略举措和完善远程教育相关的法律体系、开放共享最优质的教育资源、建立网上开放课堂、推动国际间学习成果认证与学分转换、鼓励国内外教师组成网上教学科研共同体等五项政策选择。
The problem of internationalization is the current hot issue of the Open University building. To this end, make an analy- sis on the international theory and the path of the Open University. Theoretical aspects, mainly to explore the meaning and the pur- pose, it thinks that the four elements of goal, level, capacity and activities is the definition of an open international connotation, and building international indicator framework of the Open University, the core is to enhance the quality of service internationalization, the idea is that faces the practical innovation, no fixed weight, makes the combination of qualitative and properties, concerned about the purpose, reflecting the Characteristics of distance education. Path aspects, focuses on the strategic initiatives and policy options pro- posed to implement organizational personnel and funding, formulate internationalization strategy planning, implement the international project and so on three strategic measures and improve the remote education related legal system, Opening sharing the most high quality education resources, establish network open classroom, and to promote international learning achievements authentication and credit transfer, to encourage domestic and foreign teachers from the five policy options for online teaching and research community.
