摘要
1966—1976年,在占支配性地位的"左"倾错误指导下,党的权力运行不仅没有获得"大治",反而"离轨失序"。针对这种状况,党内健康力量开始从党的权力运行的指导思想、党的权力人民性宗旨的发展性程度内涵、党的权力运行的规则范式、党的权力运行的形式主体建设以及党的权力运行的监督方式等方面进行了尝试性纠错,希冀实现党的权力运行的"规范有序"。尽管这些纠错还只是一种局部性调整并在实践中受到"左"倾错误反击而遭遇种种挫折,但其所获得的一些成果为改革开放后党的权力运行向规范有序的方向"复归"提供了一定的参考价值。
Over the Period 1966—1976,under the guidance of the＂left＂errors of the dominant position,the party＇s power to run not only did not get ＂great order＂,but out of order.For this situation,the health force within the party began to attempt correction from the power of the party＇s guiding ideology,the party＇s power to the developmental level of the people＇s objective meaning,the rules of the party＇s power operation,construction of the power of the party＇s formal main,supervision mode of the party＇s power,hoped to realize the normative and orderly of the operation of the party＇s power.Although these corrections were only a partial adjustment and in practice and encountered setbacks by the counter of the＂Left＂error;But some achievements have provided the important support function and the reference value to reset normative and orderly of the party＇s power under the new period of reform and open policy which the Third Plenary Session of the Eleventh Central Committee of the CPC started in 1978.
