医疗费用支付是经办管理的核心部分,经办管理是支付制度改革能否成功的关键。医疗保险经办机构作为医保基金收支平衡的直接责任人,是支付制度改革的承载者,是具体的执行者和实施者。支付制度改革的特殊性决定了经办机构在这项改革中的特殊作用。
Payments of medical expenses are the essense of operation and management, which in turn is the key to successful payment system reform. The medical insurance agency, responsible for the balance of payments of medical insurance funds, is the leader and practician of policy reform. It is the unique nature of payment system reform that determined the special function of the social insurance agency in this system reform process.
