摘要
上世纪90年代,欧盟决定建立以共同外交与安全政策机制为主要内容的政治联盟。但是欧盟各成员国存在利益分歧,共同外交与安全政策本身存在机制缺陷,欧盟财政和军事能力不足以及美国的制约等,使欧盟共同外交与安全政策始终难以发挥预期的作用。
In the early 1990s, the EU decided to establish a political alliance with common foreign and security policy mechanism as its main content. But there are differences of interest among EU member states. Common Foreign and Security policy has defects of mechanism. Besides, EU Lacks financial and military capabilities and is subject to American constraints. Thus it is difficult for EU Common Foreign and Security Policy to play its expected role.
