摘要
目的了解新疆地县级妇幼保健机构资源配置状况及存在的问题,为促进地县级妇幼保健机构的发展提供参考依据。方法调查新疆地县级妇幼保健机构资源配置情况并进行描述性分析。结果地、县级妇幼保健机构卫生技术人员占在职职工总数的比例分别为71.9%和63.6%;地、县级妇幼保健机构医护比分别为1∶1和1.7∶1;地、县级妇幼保健机构卫生技术人员中本科以上学历比例分别为31.7%和12.8%;中初级及以下职称人员占92.6%。副高及以上职称比例分别为12.0%和7.4%,中级职称比例分别为19.2%和22.5%,初级以下职称比例分别为68.8%和70.1%。地、县级妇幼保健机构中均有70%以上处于负债运营状况;地、县级妇幼保健机构平均每所机构业务用房面积分别为7 757.25m2和2 280.37m2;地、县级妇幼保健机构拥有的万元设备以10万以下为主,占78%,100万元及以上设备占的比例不到5%。结论地县级妇幼保健机构的保健人员缺乏,需完善人员编制;人员素质偏低,人才队伍建设亟待加强;妇幼保健机构间发展不均衡,区县级机构的基础建设仍需加强;政府对妇幼卫生保健机构的投入不足,需强调政府购买公共卫生服务的职责。
Objective To understand the resource allocation status of maternity and child care institutions in Xinjiang,to find out the problems of existence about the resource allocation status of maternity and child care institutions in Xinjiang,while provide data support for promote the development of maternity and child care institutions.Methods Investigated the resource allocation status of maternity and child care institutions in Xinjiang with descriptive analysis.Results The county level maternal and child health institutions and health technicians accounted for the proportion of the total number of active employees were 71.9% and 63.6%;the ratios of doctor to nurse in maternity and child care institutions at regional and county levels were 1∶1 and 1.7∶1;the proportions of undergraduate or above undergraduate educational levels of health technicians in regional and county levels maternity and child care institutions were 31.7% and 12.8%;the proportions of vice-high or above vice-high profession in regional and county levels maternity and child care institutions were 12.0% and 7.4%,the proportion of intermediate grade were 19.2% and 22.5% respectively.The proportion of intermediate grade were 19.2% and 22.5%,the proportion of below primary grade were 68.8% and 70.1%,respectively.More than 70% of the maternity and child care institutions at regional and county levels were indebted;regional and county levels maternity and child care institutions average owned the house of 7 757.25 square meters and 2 280.37 square meters,respectively;The ten thousand RMB equipment of regional and county levels maternity and child care institutions obtain mainly the equipment of blow 100 thousand RMB,accounted for 78%;the equipment of one million RMB or above accounted for the proportion of less than 5%.Conclusion The health care providers in maternity and child care institutions are lack,the staff establishment should be perfected;the quality of personnel in maternity and child care institutions is low,the construction of talented person troops should be enhanced;the development of maternity and child care institutions is unbalanced,the basic construction of county level maternity and child care institutions needs to be strengthened;the investment from government is inadequate,the responsibility of the government should be further clarified in public health services.
