摘要
自高校扩招以来,为了提高办学效益,适应规模扩大的需要,高校的用人制度和用工方式呈现多样化,大量的非事业编制(简称"编外")职工进入高校各类岗位,尤其是后勤服务部门,编外职工成为主体。如何实现"体面劳动"、"包容性增长"的目标,是当前各级政府、学校和广大教职工普遍关心的问题。文章按照"体面劳动"的要求,运用现代管理学中的"木桶理论",以高校编外职工群体为研究对象,分析这一群体"体面劳动"的现状、特征及其缺失原因,并提出了相应的实现途径,以推进构建和谐劳动人事关系。
In order to improve the educational efficiency and meet the needs of the increased enrollment, colleges and universities in China have been trying various systems and ways of employment. As a result, a large number of supernumerary staff has been employed, and in some departments, such as the logistics and other service departments, supernumeraries have taken overwhelming majority of the staff. How to achieve o such goals as "decent jobs" and "inclusive development" remains, then, a problem cared about by the gov- ernment, the school authority and most of the staff in question. The present paper, in the light of the require- ments of "decent jobs" and building on the "Barrel Theory" in the modern management study, takes the su- pernumerary staff of colleges and universities as its subject of study, probing into the status quo, property and lack of "decent jobs" for the latter; it then puts forward corresponding ways to achieve the goal of "decent jobs" for such staff, so as to secure the harmony in employment and human resources management.
