摘要
在农村传统养老方式日益弱化,人口老龄化日趋严峻的情势下,政府应承担起社会养老的责任。农村社会养老保险应确立强制性原则,这既是公民社会保险无差别待遇的要求,也是现代社会公民基本生活平等保障的应有之义。
With the change of traditional rural endowment and the aged tendency of population,the government should undertake the responsibility of social endowment.Rural social endowment insurance should establish mandatory principle,which is not only the need of nondiscriminatory treatment for social insurance,but also the proper meaning of equal protection for life in modern society.
