摘要
拉美地区经济一体化在90年代获得了前所未有的发展，这与“开放的地区主义”是分不开的。“开放的地区主义”是拉美国家在进行对外开放改革时的必然选择，表现在拉美国家在区内贸易增长的同时也大力发展与区外国家的关系，现行的拉美一体化组织加强与本地区国家和其他次区域集团的经贸合作，并积极地发展与半球之外的国家或集团的经贸关系。目前，拉美国家正在与美国等国进行美洲自由贸易区的谈判，在“开放的地区主义”原则指导下，拉美国家正在向着迈阿密美洲首脑会议所确定的2005年建成美洲自由贸易区的目标迈进。
Unprecedented progress has been made in the process of the Latin American Economic integration in the 1990s. This development is closely related to “ open regionalism'. “ Open regionalism' is an imperative choice of Latin American countries in their efforts of reforms and opening to outside world. It is shown in their efforts to develop economic and trade relations with the countries outside Latin America while promoting such relations within the region. The existing Latin American organization of economic integration has been strengthening its cooperation with the countries and sub regional groups within the region, and at the same time it has been actively developing economic and trade relations with the countries and regional groups outside the Hemisphere. At present, Latin American countries are negotiating with the United States and other countries concerning the establishment of the American Free Trade Zone. Under the guidance of “ open regionalism', Latin American countries are marching towards the goal, set by the American Summit in Miami, of establishing the American Free Trade Zone in 2005.
