摘要
本文认为 ,我国现行的对资本项目进行严格管制的做法及经常项目中的结售汇制度既不利于我国的经济发展 ,同时又不符合WTO的基本原则 ,因此 ,中国要成功地加入WTO并真正实行市场经济体制 ,就必须通过产权改革以实现人民币的完全自由兑换。
This paper argues that the strict control of capital account currently and bank settlement and surrender of foreign exchange system of current account in China not only make against the economic development of China,but also don't accord with the basic principle of WTO.therefore,if China want to enter WTO successfully and implement market economy in deed,it is essential and important for China to actualize Convertibility of RMB through reform of property rights.
