保护性措施效益评价项目浅析

摘要 多年来,在发展农业生产的同时,为了防治水土流失,保护土地资源、水资源和生物多样性,美国实施了一系列保护性措施,以满足民众对环境质量的要求。为了评估各类措施的环境效益,美国农业部于2004年开始启动保护性措施效益评价项目(CEAP),以定量评估保护性措施在区域尺度上的效益。通过对CEAP的研究背景、目的和方法的介绍,并对评估指标、数据采集方法和采用的主要模型作了说明,进而为我国水土保持环境效益评估提出建议。
