摘要
能源是人类赖以生存和发展的重要资源,是经济社会发展和人民生活改善的重要物质基础.国家制定的"立足国内,多元发展"的能源战略成就了新疆维吾尔自治区作为"立足国内"的重要能源基地的地位.然而多年来东西部地区的经济发展差距持续拉大,新疆维吾尔自治区的能源开发质量与"基地"地位严重不符,这种状况不仅影响了国家的能源安全、经济安全,也影响了和谐社会的建设.针对能源开发对新疆维吾尔自治区水土流失的影响,以我国的能源形势作为切入点,分析了新疆维吾尔自治区水土流失特征,介绍了新疆维吾尔自治区能源开发造成水土流失的共同特点,探讨了新疆维吾尔自治区能源开发建设项目水土流失危害,提出了治理对策.(1)调查研究,搞好水土流失的治理规划和监测;(2)强化水保方案编报审批和实施;(3)开展科学研究和成果的推广;(4)提高认识,依法行使职权,加大监督执法力度.
Energy is not only the important resources of human survival and development but also the material foundation of economic social development and people＇s lives improve. Followed the energy strategy of ＂based on domestic, multivariate development＂, Xinjiang Uygur autonomous region was known as the important energy base. But for many years the economic development gap continually widened between the east and west region, Xinjiang energy development quality unworthy of his name of ＂ base＂, this situation is not only affected the country＇s energy security, economic security, also influence the construction of a harmonious society. Aim at this problem, this paper begins with China＇s energy situation, analyzes the characteristics of soil and water loss through Xinjiang Uygur autonomous region, and introduces the common characteristics of soil and water loss of this region, then discusses the harm of soil erosion in the energy development projects, and takes out the countermeasures. （1） By investigation and study, improve the management quality of soil erosion planning and monitoring. （2） Strengthen the examination and approval and implementation of soil conservation. （3） Developing scientific research and of promotion the achievements. （4） Improve the understanding, exercise of power according to law, strengthen the supervision and law enforcement.
