摘要
工程造价管理是石油工程建设单位进行投资估算、编制发包项目标的、工程决算和施工企业争取市场工作量时科学定价投标的重要工具。文章深入分析了石油工程建设造价管理现状及存在问题,探讨了加强石油工程建设造价管理的对策,如:建立完善以市场为导向的造价控制机制和以项目管理为中心的工程造价管理体系;建立科学完善的造价管理体制和运行机制等。
Engineering cost management is the important tool of investment evaluation,contract object compilation and engineering final accounts for owner as well as the scientific bidding quotation tool in competing for market share for construction enterprise.This paper discusses the countermeasures of enhancing cost management of petroleum engineering owner and construction enterprise,in aspects of the current status of petroleum engineering cost management and existing problems,the significance of petroleum engineering cost management,the establishment and consummation of cost control mechanism oriented by market and the engineering cost management system centering on project management,the establishment of scientific and perfect cost management and operation mechanisms.
