摘要
安全生产是企业必须关注的重大生存问题,企业安全观和安全管理能力是企业安全管理的核心范畴。企业的安全观念需要从传统的生产安全向广义的系统安全转变,将安全视为开展一切生产活动的前提,建立安全生产的长效机制。企业安全管理能力是企业在对安全生产系统进行管理的过程中积累并获得的各种知识和技能的集合,本质上具有知识属性,需要从组织学习的视角探讨其理论框架及建设路径。基于组织学习视角的安全管理能力建设需要从安全学习理念、安全学习组织、安全学习机制和安全学习文化这四个方面着手,实现企业安全管理能力的提升,最终达到安全持续发展的目标。
Security concept and security management ability of enterprises are core categories of security management. Security management ability of enterprises is a collection of many kinds of knowledge and skills, which are accumulated and acquired by enterprises in the management process of safety production system. It is necessary to explore the theory framework and construction methods from the perspective of organizational learning. It is possible to promote security management ability by transforming concept, constructing organization, establishing mechanism and fostering culture of security learning.
