摘要
当前的全球治理体系,在金融、安全和环境三个领域都已呈现出深度的结构性赤字。我们通过对这三个领域的考察与探究,力图展示:参与的不断增加、社会公正的优先、可持续性的集中不仅是一个美好世界的重要价值和道德目标,也是有效全球治理的核心操作原则。我们不但需要制定新的全球协议,打破现有体系中政策解决方案欠佳和效率缺乏的僵局,还需要对全球政策进行实质性的改革,以便为当前的多边秩序创造一种新的架构。
In the current system of global governance, all of the three areas of financial, security and environmental govern- ance arrangements have taken on deep structural deficits. Through the investigation and exploration of the three areas, the author has sought to show that the three principles of increased participation, the prioritization of social justice, and a focus on sustainability are not just significant values and ethical aims, but also can be seen as core operating principles for effec- tive global governance. We not only need to make new global deals to break the deadlock of mediocrity of policy solutions and inefficiency within the existing system, but also need to do substantial reform to the global policy and create a new configuration for the current multilateral order.
