摘要
主要提出ITU组织的H.263甚低码率视频压缩编码标准输出码率的控制方法。着重分析了一种通过调整宏块量化器的量化参数来控制H.263编码器输出码率的方法，它能满足在PSTN网上低时延缓冲的码率输出要求。
This paper provides one kind of rate-controlling methods for low-rate vide0 compression encoding in H.263 Reconunendation of ITU-T, emphatically analyzes rate-controlling method by updating Quantizer's parameters(QP) in the macro blocks, which can not only get a desired output encoding very low bit-rate complying to H.263 Reconunendation, but also satisfy with the requirement of decoder output-bther sizes in the PSTN.
