摘要
"十一五"期间,全国煤矿瓦斯事故大幅下降,但这一时期的煤与瓦斯突出事故却未同步下降,在瓦斯事故中所占的比例逐年增高。为此,在对2005—2010年全国煤与瓦斯突出事故资料统计的基础上,分析了我国近年来煤与瓦斯突出矿井分布特点、煤与瓦斯突出事故特点,以及事故的直接原因和间接原因等,并从煤矿产业布局、行业监管、经济和技术政策、企业管理等方面,提出了有效控制煤与瓦斯突出事故多发的对策建议。
In the '11th Five-Year Plan' period,the gas accidents occurred in our coal mines greatly decreased,but the coal and gas outburst accidents occurred in the same period did not synchronously reduce,the proportion of the outburst accidents in all gas accidents increased year by year.In this paper,the analysis was made on the distribution characteristics of coal and gas outburst mines in recent years,the features of the casualty accidents caused by coal and gas outbursts,the direct and indirect causes of the accidents,etc.on the basis of the statistics of coal and gas outburst accidents in our coal mine during 2005 2010,some countermeasures and suggestions for effectively controlling the occurrence of coal and gas outburst accidents were put forward from the aspects of coal industry layout,the industrial supervision,the economic and technical policies,the enterprise management and so on.
