摘要
近三十年来,伴随质量成为全球教育改革之核心概念,围绕市场化、管理主义与表现主义的教育质量保障与提升实践在国际范围内广泛展开。中国亦强调教育放权与教育质量的评估与监督,基于标准的教育质量监测亦在发展之中。建构本土情境中的教育质量标准,需要以质量为何的本体论思考为前提,谨防将质量简单化为量度指标。同时,为促进标准之落实,需进一步完善相关质量保障机制,以实现质量表现与质量内涵的交轨。
Quality has become a key concept in educational discourse since the 1980s. In the system of educational quality assurance, marketization, managerialism and performativity have been employed to assure and improve quality in different countries. In the Chinese Mainland, quality assurance also stresses the important role of educational devolution and quality evaluation while standard-based quality monitoring is fast developing. In the construction of national quality standard, the nature of quality should be deliberated in the process of policy making, and the relevant mechanisms in quality assurance system should be enhanced in order to achieve alignment between quality performance and quality standard.
