摘要
为增强竞争力,减少环境污染,提高波罗的海区域的海事监管与航海保障能力,欧盟启动了面向波罗的海区域实现智能化海上航路的e-Navigation解决方案—蒙拉丽萨海事工程。该工程不仅涉及先进技术的研究及应用,也涉及海事监管和服务新方法、新模式的研究与试用,是世界海事组织多个分委会较为关注的工程,具有一定的前瞻性。介绍蒙拉丽萨海事工程基本内容,分析其所运用的创新理念和技术,结合我国海事监管和服务现状,提出了一些有益建议。
In order to enhance competitiveness, reduce environmental pollution and improve both the maritime regu latory and maritime support abilities of the Baltic Sea, the EU launched MONALISA Maritime Project, which is an intelligent sea route e Navigation solution for the Baltic Sea region. The project involves not only the research and application of advanced technologies, but also the research and trial of new method, and new models of maritime su- pervision and services. The project has certain forward-looking characteristics, which the IMO(International Mari- time Organization) is paying close attention to. The scope of the MONALISA project is described, the innovative concept and applied technologies are analyzed, and some suggestions are given based on the current situation of Chi- na's maritime supervision and services.
