高新技术、低碳经济与“中原经济区”建设

摘要 高新技术发展能有效改善环境质量,促进能源结构的改善和利用效率的提高,促进低碳经济制度安排及低碳理念的形成,从而使低碳经济发展模式得以最终确立;低碳经济发展将对高新技术发展产生内在动力、外在压力和持久的活力。在"中原经济区"建设过程中,促进低碳经济发展的高新技术对策在于:加快制定高新技术发展战略,培养造就高新技术人才队伍,积极推进高新技术产业化进程,构建和完善高新技术发展的制度支撑体系,广泛开展高新技术的国际交流与合作。 The development of the high-tech can improve the quality of environment effectively, im- prove energy structure, promote the efficiency of utilization, promote the formation of low-carbon eco- nomic institutional arrangements and the concept of low-carbon, thus make the development mode of a low-carbon economy eventually established. The low-carbon economy will have an incentive effects, ex- ternal pressures and lasting vitality on the development of high-tech. In the course of the construction of "The Central Economic Region", the countermeasures on the high-tech to promote the development of a low-carbon economy was to speed up the formulating of development strategy of high-tech, culti- vate and bring up high-tech talent team, actively promote industrialization process of high-tech, con- struct and perfect the institution support system of the development of high-tech, widely develop inter- national exchanges and cooperation of high-tech.
