摘要
为引导人口合理有序转移,解决农村人口农转非的制度性障碍,缓解山区脆弱的生态环境和贫困,开县开展了人口梯度转移实践。人口梯度转移通过搭建城乡联动机制,引导农村人口向城镇转移实现农转非,同时鼓励条件差的山区人口向条件较好的坝区迁移。文章对开县人口转移的条件,转移人口的权益、转移人口资产处理方式及其权益的补偿等做了进一步的解读。
In order to guide the population orderly transfer, solve peasants＇ settle barriers; relieve mountain fragile ecological environment and alleviate poverty,Kai County carry out population gradient transfer practice. Population gradient transfer through build urban-rural linkage mechanism guided the rural population to urban areas ,while encouraging the poor mountain area peasant transfer to better conditions area. The paper analyses the population transfer conditions,the rights of transfer peasant,asset disposal approach,transfer population assets and their equity compensation of Kai County.
