摘要
【目的】为做好"十二五"星火计划发展规划的编制工作及推动广西星火计划更好地为农村经济社会发展服务提供参考。【方法】通过分析广西星火计划发展现状、取得的成效和存在的问题,提出相应的对策建议。【结果】广西星火计划工作在促进农村先进适用技术传播和推广、培育特色优势产业、加快科技进步、提高广大农村劳动者素质、促进农民增收、加快农业农村经济发展等方面取得了显著成效。但仍存在对星火计划本质认识不够到位、管理机制不能满足新形势的要求、多渠道的科技投入机制尚不完善、农村科技服务体系不够完善等问题。【建议】应加强对星火计划的组织和引导,完善星火计划管理机制体制;大力推动农村科技创业工作,促进广西重点优势产业发展;加快农村科技服务体系建设,疏通农业科技成果推广的渠道;积极拓宽星火计划投入渠道,建立健全多元化投入体系;加强对星火计划工作的宣传,营造星火计划工作良好环境,以进一步推动星火计划工作的顺利开展。
[Objective ]The aim of the present research is to provide references for compiling the development plan of the 12° Five-year Spark Plan and promoting its service to in rural economy and social development. [Method]Through analyzing the status, achievements, and existing issues in the development of Guangxi Spark Plan, corresponding strengthening strategies were put forward. [ Result ]Tremendous progress was attained in transferring and extending advanced technology in rural areas, fostering special competitive industries, accelerating the progress of science ＆ technology, improving quality of farmers, boosting farmer income, and accelerating economic growth of countryside. But there still existed some problems viz., deficient cognition on essence of Spark Plan, management mechanism could not demand to new situation, imperfection of sci-tech investment mechanism in multiple channel, rural sci-tech service system, and so on. [ Suggestion lit was suggested that organization and guideline of the Spark Plan should be enhanced, management mechanism system of the Spark Plan should be improved, rural science ＆ technology innovation should be push forward, the development of Guangxi key competitive industries should be promoted, rural science ＆ technology service system construction should be accelerated, extension channel for science ＆ technology achievements should be dredged, investment channel of the Spark Plan should be proactively expanded to establish diversified investment system, and the publicity of the Spark Plan should be strengthened, in order to propel the smoothly development of the Spark Plan.
