摘要
政府CIO是建设政府信息化的一个枢纽型、标志性的重要部门和核心职位。本文通过分析我国政府部门的CIO职能定位及电子政务发达国家的相关制度安排,认为政府CIO是高级信息技术管理者和战略规划者,应创造良好的制度运行环境以有效发挥其职责,并界定了与我国政府信息化建设相应的CIO权限及职能范围,勾勒出了我国CIO创新运行机制。
Government CIO is the symbolic important sectors and core position of the build of E-G. The authors analyze our government functional location of CIO and a suit of institutions with developed countries in E-G. The author considers government CIO is strategic planner and information technique manager. It should build a kind of favorable institutional environment outside to support effectiveness, and definite department permission and functions. And based on this conclusion, it put forward the innovation operating mechanism in E-G in our country.Key Words ： Government CIO; E-G; Operating mechanism
