摘要
采用对比分析法、归纳分析法、调查法等研究方法,研究贵州省煤炭资源分布和涉煤产业现状,从地质环境、水环境、空气环境、生态环境等方面研究了涉煤产业引发的环境问题。结合涉煤产业引发的环境现状,研究政府的角色定位;从行政、经济、法律、技术与监督等方面,为政府全方位做好环境治理工作提出了涉煤产业可持续利用的宏观对策;从资源的利用和废弃物资源化、循环经济与环境治理等方面,有针对性地提出涉煤产业引发环境问题的对策。
This paper applies comparison, summarization and survey methods to study the distribution of coal resources and coal-related industrial situation in Guizhou province, discusses the environmental issues induced by coal-related industries from geological, water, atmosphere, and ecological environment. Combined with the environmental situation, this paper defines the roles of government, and presents macroscopic policies of sustainable use of coal- related industries from administration, economy, laws, technology and supervision, and approaches to environmental issues induced by coal-related industries from resource use, recycling wastes, and circular economy.
