摘要
我国农村地域广阔,供水工程数量多、规模小、经营利润小、管理条件差、公益性强,随着大量农村供水工程的陆续建成,如何管好这些工程,并使其可持续发挥效益,已成为当前和今后的工作重点和难点。在界定了农村供水工程性质的基础上,提出了政府职能应从管理向服务进行转变的建议。此外,总结了我国目前农村供水工程的管理模式,为保障农村供水工程的良性运行,对加强政府监督职能和完善用水户参与机制方面提出了建议。
Villages are everywhere in China. As a result, the characteristics of rural water supply projects are as follows ：large numbers, small scale, low profit, poor managing conditions and good public welfare. With the establishment of a large number of rural water supply projects, how to manage these projects and make it keep on producing benefits has become an important problem today and in the future. Based on defining the nature of rural water supply projects, ,we point out that government functions must change from management to service. In addition, summarize the management model of rural water supply projects and make suggestions to strengthen government supervision functions and perfect the participation mechanism of water users.
